Export of Unregistered Pesticides Is Not Adequately Monitored by EPA

GAO discussed the Environmental Protection Agency's (EPA) procedures for monitoring exports of unregistered pesticides and notifying foreign governments of U.S. actions taken on some pesticides. GAO noted that EPA: (1) did not have a program for monitoring pesticide manufacturers' compliance with export notification requirements; (2) did not require export notices for unregistered pesticides which were similar to registered pesticides in composition and use; (3) lacked adequate procedures for preparing and issuing notices to foreign governments when it took significant action on a pesticide because of a serious health or environmental concern; and (4) had not updated a 1985 booklet that summarized and clarified its actions on cancelled, suspended, and restricted pesticides.
