Safe Drinking Water Act Reauthorization Issues Gao ID: T-RCED-96-35 November 1, 1995

In recent years, escalating costs and serious implementation problems have affected the drinking water program, particularly as it affects individual water systems and the states responsible for overseeing them. The bill to reauthorize the Safe Drinking Water Act contains provisions that address these important issues. This testimony highlights some of the key findings in past GAO work relating to (1) various managerial, technical, and preventive approaches to dealing with water systems' compliance problems; (2) state resources needed to oversee the implementation of the drinking water program; and (3) financing infrastructure needs. GAO comments on relevant sections of the proposed reauthorization bill.
