Final Regulations for Revisions to the Federal Test Procedure for Emissions from Motor Vehicles Gao ID: OGC-96-42 November 4, 1996

Pursuant to a legislative requirement, GAO reviewed the Environmental Protection Agency's (EPA) new rule on revisions to the federal test procedure for emissions from motor vehicles. GAO found that: (1) the rule would revise the tailpipe emission portions of the federal test procedure for light-duty vehicles and light-duty trucks; (2) a new supplemental federal test procedure has been added to address areas not represented in the existing procedures, such as aggressive driving behavior, rapid speed fluctuations, driving behavior following startup, and use of air conditioning, and a new set of requirements have been included to more accurately reflect real road forces on the test dynamometer; and (3) EPA complied with applicable requirements in promulgating the rule.
