Accidental Release Prevention Requirements

Risk Management Programs Under Clean Air Act Section 112(r)(7) Gao ID: OGC-96-26 July 5, 1996

Pursuant to a legislative requirement, GAO reviewed the Environmental Protection Agency's (EPA) new rule on accidental release prevention requirements and risk management programs under the Clean Air Act. GAO found that: (1) the rule would mandate that EPA promulgate regulations and develop guidance to prevent accidental releases to the air from stationary sources and mitigate the consequences of such releases by focusing prevention measures on chemicals that pose the greatest risk to the public and the environment; and (2) EPA followed applicable requirements in promulgating the rule.
