Revision of Standards of Performance for Nitrogen Oxide Emissions From New Fossil-Fuel Fired Steam Generating Units and Revisions to Reporting Requirements for Standards of Performance for Units Gao ID: OGC-99-1 October 1, 1998

Pursuant to a legislative requirement, GAO reviewed the Environmental Protection Agency's (EPA) new rule on revision of standards of performance for nitrogen oxide emissions from fossil-fuel fired steam generating units; and revisions to reporting requirements for standards of performance for new fossil-fuel fired steam generating units. GAO noted that: (1) the new rule would revise the emission standards for nitrogen oxides contained in the standards of performance for new electric utility steam generating units and industrial-commercial-institutional steam generating units; (2) the rule would allow owners and operators of affected facilities to meet the quarterly reporting requirements by means of electronic reporting, in lieu of submitting written compliance reports; and (3) EPA complied with applicable requirements in promulgating the rule.
