Finding of Significant Contribution and Rulemaking for Certain States in the Ozone Transport Assessment Group Region for Purposes of Reducing Regional Transport of Ozone Gao ID: OGC-99-13 November 12, 1998

Pursuant to a legislative requirement, GAO reviewed the Environmental Protection Agency's (EPA) new rule on finding of significant contribution and rulemaking for certain states in the ozone transport assessment group region for purposes of reducing regional transport of ozone. GAO noted that: (1) the rule would require 22 states and the District of Columbia to submit state implementation plan revisions to prohibit specified amounts of oxides of nitrogen; (2) the rule would reduce oxides of nitrogen and ozone emissions transport across state boundaries in the eastern half of the United States; and (3) EPA complied with applicable requirements in promulgating the rule.
