Disposal of Polychlorinated Biphenyls Gao ID: OGC-98-61 July 13, 1998

Pursuant to a legislative requirement, GAO reviewed the Environmental Protection Agency's (EPA) new rule on the disposal of polychlorinated biphenyls (PCBs). GAO noted that: (1) the final rule would amend EPA's regulations under the Toxic Substances Control Act which addresses the manufacture, processing, distribution in commerce, use, cleanup, storage, and disposal of PCBs; (2) the rule, among other changes, would provide flexibility in selecting disposal technologies for PCB wastes and expands the list of available decontamination procedures; (3) the rule would provide a less burdensome mechanism for obtaining EPA approval for a variety of activities; (4) the rule would codify policies that EPA has developed over the past 19 years; and (5) EPA complied with applicable requirements in promulgating the rule.
