Improved Productivity in Real Property Management Would Save Money for Certain Agencies
Gao ID: LCD-77-343 May 2, 1978Some civil departments and agencies could improve productivity and save money if they used adequate work measurement systems in their real property maintenance functions.
Work measurement systems, which measure and evaluate the performance of labor forces, need improvements in the General Services and Veterans Administrations and are fragmentary or nonexistent in the Departments of Agriculture, Transportation, and the Interior, the National Aeronautics and Space Administration, and the Public Health Service. Nonfederal organizations which have implemented adequate work measurement systems have realized productivity increases ranging from 10 percent to 45 percent.
