The President's Fourth Special Message for Fiscal Year 1982

The President's fourth special message for fiscal year 1982 was transmitted to Congress pursuant to the Impoundment Control Act of 1974. The special message proposed 51 deferrals of budget authority.

A Department of Housing and Urban Development memorandum concluded that the deferral of housing program funds will have serious effects on the public housing projects by forcing cutbacks in essential services and could result in widespread closing of housing projects. GAO believes that certain provisions of the Impoundment Control Act of 1974 preclude application of the Act to support the instant deferral of funds for solar and conservation improvements, and GAO recommends that this deferral be disapproved as unauthorized. A Department of Justice official stated that no grants to States in the Juvenile Justice Program have been made because the President has not requested any funds for the program for fiscal year 1982. GAO believes that the proposed deferrals are in accordance with existing authority.
