Michael K. Deaver's Compliance With the Ethics in Government Act

Testimony was given concerning allegations regarding the White House Deputy Chief of Staff's compliance with postemployment laws, specifically in his dealings with Canada on the appointment of a Special Envoy on Acid Rain. GAO noted that: (1) while a member of the White House staff, the employee participated in the decision to adopt a Canadian proposal for the United States and Canada to appoint a Special Envoy on Acid Rain; and (2) upon resigning from his White House position, he represented the Canadian government in a meeting with the U.S. Special Envoy for Acid Rain, at which differences over the Special Envoy's report were discussed. GAO found that a former senior employee who participated personally and substantially in a particular matter involving specific parties may not represent or aid any other person by his personal presence at any appearance before the federal government concerning that same matter for 2 years after terminating his federal employment. GAO referred its findings and relevant documents to the Department of Justice for further investigation.
