Gao ID: 129844 May 12, 1986Testimony was given concerning allegations regarding the White House Deputy Chief of Staff's compliance with postemployment laws, specifically in his dealings with Canada on the appointment of a Special Envoy on Acid Rain. GAO noted that: (1) while a member of the White House staff, the employee participated in the decision to adopt a Canadian proposal for the United States and Canada to appoint a Special Envoy on Acid Rain; and (2) upon resigning from his White House position, he represented the Canadian government in a meeting with the U.S. Special Envoy for Acid Rain, at which differences over the Special Envoy's report were discussed. GAO found that a former senior employee who participated personally and substantially in a particular matter involving specific parties may not represent or aid any other person by his personal presence at any appearance before the federal government concerning that same matter for 2 years after terminating his federal employment. GAO referred its findings and relevant documents to the Department of Justice for further investigation.
