Appointees Converted to Career Positions, January Through September 1987 Gao ID: GGD-88-31FS January 28, 1988

Pursuant to a congressional request, GAO provided statistical information regarding 60 executive branch departments' and agencies' conversions of noncareer appointees to career positions from January 1 through September 30, 1987. GAO also examined the number of career appointments made on the basis of employment: (1) in the Office of the President or Vice President; (2) on the White House staff; and (3) in the legislative or judicial branches.

GAO found that: (1) 29 agencies appointed 186 noncareer employees to career positions; (2) 31 agencies reported no such appointments; (3) the Federal Deposit Insurance Corporation appointed the largest number of conversions, 30; and (4) the Departments of Transportation, Health and Human Services, and the Interior reported 21, 18, and 16 appointments, respectively. GAO also found that 124 of the 186 conversions were competitive appointments.
