Pursuant to a congressional request, GAO provided information on the Office of Management and Budget's (OMB) Office of Information and Regulatory Affairs (OIRA) regulatory review process.

GAO found that: (1) OIRA reviewed 19,984 draft rules between January 1981 and May 1989 and found 77 percent of the rules consistent with Executive Order 12291 principles, while 16.4 percent remained consistent with the Order after changes; (2) the average OIRA review time for final major rules increased from 30 days in 1986 to 60 days in 1989, while the average review time for nonmajor rules remained about 27 days; and (3) 1,005 of the 1,044 1989 reviews were nonmajor rules.
