President's Third Special Message for 1991 Gao ID: OGC-91-7 April 10, 1991

GAO reviewed 26 proposed rescissions, one deferral, and one revised deferral included in the President's third special message for fiscal year (FY) 1991.

GAO found that the proposed rescissions and the deferrals were in accordance with the Congressional Budget and Impoundment Control Act of 1974. GAO noted that the Dire Emergency Supplemental Appropriation Bill for FY 1991 disapproved the deferrals relating to military construction programs it previously reported.
