EOP Personnel Practices
Gao ID: GGD-94-16R October 8, 1993Pursuant to a congressional request, GAO responded to questions on the Executive Office of the President's (EOP) retroactive appointments and pay actions. GAO found that: (1) some EOP personnel files contained memoranda for establishing individual pay rates or requesting adjustments to individual salaries; (2) there were no approved time and attendance records for those employees that received backpay; (3) the four employees that received dual pay refunded the monies to the transition fund; (4) the White House fined those officials that failed to file financial disclosure reports; (5) EOP processed 58 percent of its new appointments during the first two pay periods of the new administration; and (6) retroactive payroll certifications were necessary because there was no other evidence of supervisory approval for hours worked.
