Contracting Out Implications of Streamlining Agency Operations Gao ID: T-GGD-95-4 October 5, 1994

To help the government work better and cost less, the Vice President's National Performance Review has proposed greater competition in the provision of public service. The Administration has also set an objective of downsizing the federal workforce by more than 270,000 positions. One possible effect of this objective could be an increase in the use of contractors to provide various services to the government. This testimony discusses how agencies can go about making this decision to ensure that the public receives the best possible service at the most reasonable cost.
