This testimony examines congressional oversight of federal contracting-out policies and their implementation over the years. GAO (1) provides a brief history of the contracting-out program, (2) discusses problems that have surfaced among federal workers affected by contracting-out decisions, (3) examines the basis for measuring the program's performance, and (4) describes any legislative or other impediments to its success in promoting effective and efficient operations of government agencies.
