The General Services Administration (GSA) has a virtual monopoly over the federal government's acquisition and management of general purpose office and storage space. GSA expects to spend about $6.8 billion in fiscal year 1995 to provide facilities and services to federal agencies. This testimony focuses on GSA's initiatives to reform its operations, restructure the Public Buildings Service, and the most cost-effective way to carry out these essential mission-support activities.
