Analysis of EOP's 1999 Information Technology Architecture Update and Capital Investment Plan Report Gao ID: AIMD-00-63R February 4, 2000

Pursuant to a congressional request, GAO reviewed the Executive Office of the President's (EOP) 1999 Annual Update to the Information Technology Architecture (ITA) and its Capital Investment Plan Report, focusing on whether these documents adequately define a target enterprise systems architecture.

GAO noted that: (1) EOP's ITA Update defines several key elements of a target systems architecture, such as principles, goals, and standards, and that EOP is working to develop missing elements, such as its future business and data models, in time for its planned 2000 ITA Update; and (2) EOP has also established needed investment management controls to ensure that its portfolio of information technology (IT) capital investments is in line with the ITA's goals, principles, and standards, and primarily either addresses existing deficiencies in its underlying technical infrastructure, such as stabilizing network performance, or IT-related management process improvements, such as requirements approval and development support.
