President's First Special Message for FY 1981

The President's first special message for fiscal year 1981 pursuant to the Impoundment Control Act of 1974 contained 22 deferral proposals affecting a total of $619.1 million in budget authority.

The proposed deferrals were in accordance with existing authority, and the information provided was clearly and accurately stated with the following exceptions: the fact that the deferrals proposed for the Forest Service in each of the last 4 years led to an increase in the amount of funds available indicates that some of the funds on deposit are in excess of what is needed; and the listing of appropriations for the proposed Department of Defense deferrals did not supply Congress or the Comptroller General with all the necessary information needed to conduct a proper review of the proposed impoundment.
