Operation of Interagency Motor Pools by GSA

In order to evaluate the efficiency and effectiveness of the General Services Administration's (GSA) interagency motor pools in meeting agencies' needs, and to determine means of improving short-term dispatch operations to achieve savings, GAO reviewed the operations of the Washington, D.C. Motor Pool.

The chief problems discovered were that inconvenient locations and hours of operation seemed to discourage vehicle use, procedures and practices covering the use and billing of substitute vehicles needed improvement, and monitoring of motor pool operations was inadequate. Vehicle idleness and unavailability because of repairs has exceeded the limits of acceptability as determined by commercial vehicle rental firms for their fleets.
