GSA Approval of Expenditures Under the Former Presidents Act Has Been Reasonable

The expenditures under the Former Presidents Act for the period July 1, 1975 through April 1979 were reviewed.

Total expenditures for each fiscal year were within appropriation limits, and expenditures for staff salaries were within specific statutory limits. Except for certain travel costs, individual expenditure items were properly authorized and appropriately documented. It was noted that several unusual office expenses items were listed, but the General Services Administration has been reasonable under existing legislation in determining whether to approve expenses. If Congress believes that some of the expenses are inappropriate, further legislative guidance should be provided. Recommendations made in an earlier report concerning the distinction between expenses that should be paid from Presidential Transition Act funds or from Former Presidents Act Funds are repeated.
