Evaluation of GSA Use of Life Cycle Costing in the Procurement of Building Materials

GAO evaluated the General Services Administration's (GSA) implementation of life cycle costing (LCC) for materials used in the maintenance and repair of buildings.

GAO found that no LCC analyses have been accomplished for building maintenance and repair efforts or maintenance materials and that there is no timeframe for LCC implementation. In a prior report, GAO reviewed GSA use of LCC for procurement of products not used in maintenance and repair and had concluded that increased use of LCC within this program appeared feasible. GAO suggested that GSA should also give consideration to including building materials and products used in maintenance and repair efforts in its LCC analysis.
