Followup of FAA's Monitoring of the Actual Use of Federal Real Property Conveyed to Non-Federal Recipients

GAO reported on the status of surplus Federal properties conveyed to State and local agencies for public airport purposes.

GAO noted in prior reports that State and local agencies were making improper and unauthorized uses of the federally obligated airport lands. In examining the current status of the 52 airport properties reviewed in the prior reports, GAO found that: (1) 7 have been or were being reverted or have been recommended for reversion to the Federal Government; (2) recipients of 2 of the properties were granted relief from land use restrictions through special legislation; (3) 4 appeared still not to be in compliance with use restrictions attached to conveyed property; (4) 9 did not have current inspection reports or had reports containing incomplete information, so that compliance status is uncertain; (5) 1 was inaccurately reported to Congress as having been returned to the Government; (6) 26 appeared to have corrected problems cited in the earlier GAO reports; and (7) 3 could not be classified as being or not being in compliance with use restrictions, because sufficient information about their status was not available. Further, GAO found that compliance inspections were not being conducted frequently enough and were not always being conducted according to Federal Aviation Administration requirements.
