GSA's Disadvantaged Business Advocate Reports to Proper Management Level Gao ID: GGD-87-1 October 7, 1986Pursuant to a congressional request, GAO reviewed the General Services Administration's (GSA) compliance with a subsection of the Small Business Act that describes the required reporting level for the Director of the GSA Office of Small and Disadvantaged Business Utilization (OSDBU).
GAO interviewed the GSA OSDBU Director and reviewed organizational charts, a description of the Director's responsibilities, the Director's performance evaluation, and other documents concerning OSDBU. GAO found that: (1) from the inception of the GSA OSDBU in 1979, its Director has been primarily responsible to, and reported primarily to, the GSA Deputy Administrator; and (2) the Director has also reported to the Administrator on certain OSDBU matters. GAO concluded that GSA is in compliance with the Small Business Act provisions concerning the OSDBU Director's required reporting level.
