Shafer, and Thomas E. Sullivan, three former GAO officials who held various positions in the transportation area between 1946 and 1975, as part of its program to record key government officials' observations and impressions and ensure that the bases for policy decisions and other important events are systematically recorded for posterity. The former officials discussed such issues as: (1) attempts to revise and improve efficiency of transportation audit procedures; (2) a congressional mandate to reaudit vouchers; (3) working conditions and management styles; (4) expansion of the Transportation Division to cover traffic management, travel, and legal issues; (5) court decisions that affected the transportation activities; (6) race relations within the division; and (7) a GAO reorganization that transferred most of the Transportation Division's work to the General Services Administration.
