Evaluation of NASA Compliance With Congressional Reprogramming Requirements

GAO was requested to review: (1) reprograming requirements applicable to the National Aeronautics and Space Administration (NASA); (2) procedures established by NASA to control reprograming; (3) changes which NASA made to the fiscal year 1981 operating plan; (4) official notifications sent to congressional committees; and (5) what might be done to improve the reprograming process.

GAO found that NASA had established procedures for complying with the reprograming requirements and had notified and requested approvals for all reprograming changes to the fiscal year 1981 operating plan.
