The 1973 Space Shuttle Solid Rocket Motor Contractor Selection Gao ID: NSIAD-87-215 September 23, 1987

Pursuant to a congressional request, GAO reviewed the National Aeronautics and Space Administration's (NASA) 1973 source selection for a solid rocket booster motor, focusing on whether: (1) a NASA reply to a bid protest decision complied with procurement regulations; (2) NASA staff involved in source selection violated standards for avoiding conflicts of interest; and (3) the source evaluation board complied with the Federal Advisory Committee Act.

GAO found that: (1) NASA properly responded to a bid protest decision suggesting that it reconsider the source selection; (2) there was no evidence to indicate violations of conflict-of-interest statutes or regulations; and (3) the Federal Advisory Committee Act did not apply to the source evaluation board.
