Title 6 T&A Data (NASA)

Pursuant to an agency request, GAO interpreted the restriction prohibiting employees from recording and maintaining their own time and attendance (T&A) data as it pertains to the National Aeronautics and Space Administration's (NASA) revised T&A procedures. GAO noted that: (1) two NASA units received temporary waivers from recording employees' unscheduled leave on hard copy documents until NASA implemented its new NASA-wide T&A system; (2) the GAO interpretation would supersede those temporary waivers; (3) the new NASA T&A system would require employees to electronically record their T&A data at the end of the pay period and supervisors to approve the T&A data electronically; (4) the new system would allow exception-based-reporting of T&A data; (5) leave balances would be maintained electronically and adjusted by the payroll staff; and (6) NASA needs to ensure that certain internal controls are in place to protect the integrity of T&A data.
