Staffing and Funding Problems of the Merit System Protection Board and Office of Special Counsel

The transition and establishment of the Merit Systems Protection Board, Office of Personnel Management was monitored to oversee the implementation of the Civil Service Reform Act. Activities included a review of the budget, current staffing, and operations of the Board and the Office of Special Counsel.

Present staffing and funding are not adequate to establish full operations and effectively carry out the duties and responsibilities assigned to them. As a result, the intent of legislation cannot be achieved. The Board and the Special Counsel need to establish their presence and credibility as soon as possible and should receive immediate attention and action on their budget requests.
