The Revenue Sharing Act's 1976 Amendments

Little Effect on Improving Administration and Enforcement of Nondiscrimination Provisions Gao ID: GGD-81-9 December 10, 1980

Previously reported problems identified in the Office of Revenue Sharing's (ORS) administration of the Revenue Sharing Act's nondiscrimination provisions continue to exist despite enactment of the 1976 amendments.

GAO found that: (1) case processing time continues to be lengthy; (2) the case backlog is steadily increasing; (3) compliance agreements are not adequately monitored; (4) self-initiated compliance reviews are not generally made because of the consistent backlog of complaints awaiting investigation; and (5) cooperative agreements with state and other federal agencies are not being effectively used. However, despite the problems, ORS has prompted changes in recipient jurisdictions' employment practices and delivery of services.
