Labor Contract Negotiations Under the Civil Service Reform Act of 1978

In response to a congressional request, GAO determined: (1) how much the Federal sector labor contract negotiation process costs; (2) how many staff hours are involved in the process; and (3) how long the process takes.

Since the economic conditions of employment are defined in law for Federal employees, the scope of Federal labor negotiations is substantially smaller than in the private sector. GAO estimated that 208 contracts that became effective in Fiscal Year 1982 cost the agencies about $7.6 million, involved about 337,000 staff hours, and took a median time of about 19 weeks.
