Reduction in Force

Information on the Office of Personnel Management's Reduction in Force Rules Gao ID: GGD-86-39FS January 16, 1986

Pursuant to a congressional request, GAO provided a fact sheet on the "bump and retreat" provisions of the Office of Personnel Management's new reduction in force (RIF) rules.

GAO found that the new rules are less restrictive than those previously in effect. The new rules, published in the Federal Register on January 3, 1986: (1) permit employees subject to RIF to bump one additional grade; (2) remove the restriction on nonclerical to clerical bumping; and (3) allow employees subject to RIF to retreat two additional grades.
