Rescission of Budget Authority Not Reported Pursuant to Impoundment Control Act

GAO reported a rescission of budget authority which was appropriated to the Office of Refugee Resettlement (ORR) that should have been, but was not, reported to Congress by the President.

Although ORR believed that a funding level of $50 million was available in fiscal year (FY) 1985, on June 28, 1985, GAO determined that Congress intended a total of $89 million to be available for obligation. The Office of Management and Budget apportioned $77.5 for the program for FY 1985. However, GAO still believes that, in light of the legislative history, the correct amount should be $89 million. Accordingly, GAO apprised Congress of unreported withholdings of budget authority of $11.5 million.
