Analysis of SSA's Fiscal Year 1988 Information Technology Systems Request Gao ID: IMTEC-87-37 August 6, 1987

In response to a congressional request, GAO analyzed the Social Security Administration's (SSA) budget request for its information technology systems modernization for fiscal year (FY) 1988.

GAO found that SSA: (1) budgeted about $283 million for its proposed systems modernization plan, including software development, database integration, and management information; (2) estimated that it would require about $8.2 million for additional telephone acquisitions, including $2 million for contracts associated with automatic data processing maintenance; and (3) revised its budget for FY 1988, drastically reducing its need for hardware procurement, and cancelling a distributed data processing task force project. GAO also found that: (1) SSA would have a $181 million carry-over balance at the start of FY 1988, more than the $116 million that SSA projected; (2) since SSA decided to use in-house resources for its software improvement, it would not need an estimated $500,000 in FY 1988; and (3) although SSA revised its budget request in many areas, it planned to increase its 1988 request in areas dealing with telephone acquisitions and maintenance.
