Pursuant to a legislative requirement, GAO reviewed the Department of Agriculture's (USDA) new rule on dairy tariff-rate import quota licensing. GAO found that the: (1) the rule would substantially revise existing regulations governing the administration of the import licensing system to incorporate the Uruguay Round Agreement, which provides for increased access to the U.S. dairy market; (2) the rule would update and modify the regulatory process; and (3) USDA complied with applicable requirements in promulgating the rule.
