Improvements Needed in Department of Defense Energy Conservation Investment Program

The Energy Conservation Investment Program (ECIP) afforded the Department of Defense (DOD), the Government's largest energy user, an opportunity to make its existing buildings more energy efficient. However, the program as conceived and currently structured does not insure that its primary objective of conserving DOD's energy resources will be achieved in the most efficient, effective, and economical manner.
