Criteria used by the three military services for military base alignment and closure decisions are discussed. The enclosures to the report provide material related to these criteria presented at hearings before the House Committee on Appropriations: Department of Defense Subcommittee and Military Construction Appropriations Subcommittee. Included in these criteria are: mission requirements, budget/manpower restraints, cost savings, personnel turbulence, civilian labor market, facilities/housing availability, capital investment, geographical location, land area, impacts on other services/agencies, community impact, reserve components support, mobilization and contingency requirements, encroachment, and long-range plans.
