Possible Duplicate Payments in the Department of Housing and Urban Development's Section 8 Housing Assistance Program

GAO is concerned about possible payments in the Section 8 Housing Assistance Program for existing units, operated by the Department of Housing and Urban Development (HUD). A review was made to determine whether there were sufficient controls to prevent project owners from collecting subsidies for one tenant from both a public housing agency (PHA) and HUD under the Section 8 Program. This is possible because some project owners receive payments under the regular PHA-administered program and the special allocations program for troubled projects. These components are administered by different organizations within HUD and payments to owners are made from two different sources.

There are no controls and, in fact, one-third of the allocations projects examined by GAO showed duplicate payments. Various systems of cross-checks are possible, either by HUD district officers or directly by the PHAs.
