Iowa's Early Implementation of the Small Cities Community Development Block Grant Program

GAO reviewed Iowa's implementation of the Small Cities Community Development Block Grant Program and compared Iowa's activities under the program in 1982 with those of the Department of Housing and Urban Development (HUD) in 1981.

GAO found that: (1) Iowa's 1982 program primarily funded public facilities projects, whereas funding from the HUD 1981 program was split between public facilities and housing rehabilitation projects; (2) Iowa had a higher number of applications and grant awards in 1982 than HUD did in 1981; and (3) the expected percentage of low- and moderate-income beneficiaries decreased under Iowa's 1982 program as compared with the previous HUD program. GAO also determined that Iowa and HUD officials both generally agreed that State-administered programs compared favorably with the former HUD program, and most grantees and unsuccessful grant applicants provided favorable ratings on specific aspects of the Iowa program.
