Utah's Early Implementation of the Small Cities Community Development Block Grant Program

GAO reported on Utah's decisionmaking process in implementing the Small Cities Community Development Block Grant Program and compared 1982 State-funded activities and populations targeted with those of the Department of Housing and Urban Development (HUD) in 1981. Also, the success of the Utah program was measured by the perceptions of local community members and other sources.

GAO found that HUD and Utah differed in the types of projects they funded. Specifically, it was revealed that: (1) HUD favored larger projects emphasizing economic development aimed at neighborhood revitalization and housing rehabilitation for low- and moderate-income persons; and (2) Utah favored small public facility projects which benefited the community as a whole. Other findings indicated that: (1) HUD and Utah differed in the number and size of awards that they granted; (2) public participation was a significant factor in Utah's program; and (3) Utah, HUD, and public interest group officials viewed the Utah program favorably.
