Michigan's Early Implementation of the Small Cities Community Development Block Grant Program

GAO reviewed Michigan's implementation of the Small Cities Community Development Block Grant Program and compared Michigan's activities under the program in 1982 with those of the Department of Housing and Urban Development (HUD) in 1981.

GAO found that the 1981 HUD- and 1982 State-administered programs allocated similar amounts for Small Cities Program projects. However, GAO observed several differences between the two programs: (1) the Michigan program emphasized economic development, whereas the HUD program emphasized housing and public works projects; (2) the Michigan program's grants were supplemented with substantially more funds than the HUD program's grants; and (3) the expected percentage of low- and moderate-income beneficiaries decreased under the Michigan program when compared with the previous HUD program. Although both Michigan officials believed that it was too early to adequately compare Michigan's program with the past HUD-administered program, they perceived Michigan's program as comparing favorably with the HUD program.
