Rental Housing

Potential Reduction in the Section 8 Existing and Voucher Inventory Gao ID: RCED-87-20FS October 27, 1986

In response to a congressional request, GAO provided information on: (1) the current inventory of rental housing units with tenant-based section 8 assistance; and (2) the potential impact of expiring section 8 contracts on the current inventory.

GAO found that: (1) as of July 31, 1986, the inventory of tenant-based section 8 units was about 864,000; (2) current contracts will provide assistance for the inventory until fiscal year (FY) 1988; (3) expiring contracts would reduce the inventory to zero by the end of FY 1991, if minimum contract terms were applied, and by the end of FY 2001, if maximum contract terms were applied; and (4) the inventory will be larger, assuming either minimum or maximum contract terms, as new units are added after FY 1986; however, GAO has no basis to estimate future additions.
