HUD's Disadvantaged Business Advocate Reports to Proper Management Level Gao ID: GGD-87-4 October 17, 1986

Pursuant to a congressional request, GAO reviewed the Department of Housing and Urban Development's (HUD) compliance with a subsection of the Small Business Act that describes the required reporting level for the Director, HUD, Office of Small and Disadvantaged Business Utilization (OSDBU).

GAO interviewed HUD officials and reviewed organizational charts, a description of the Director's responsibilities, the Director's performance evaluation, and other documents concerning OSDBU. GAO found that, from the inception of the OSDBU in 1979, its Director has been responsible only to, and has reported directly to, the Secretary. GAO concluded that HUD is in compliance with the Small Business Act provisions concerning the OSDBU Director's required reporting level.
