In response to congressional requests, GAO provided eligibility and benefit determination information for 54 of the largest needs-based federal benefit programs that collectively comprised the public welfare system in fiscal year (FY) 1983.

GAO noted that needs-based programs provide cash and in-kind benefits to low-income, needy, and distressed individuals who do not financially contribute to the programs. GAO provided: (1) a list of 95 needs-based programs active in FY 1983; (2) tables showing the eligibility and benefit factors for 54 of the larger programs; and (3) descriptions of the 54 programs. GAO also grouped the programs for comparative purposes into the following classifications: (1) cash assistance; (2) education; (3) food; (4) housing; (5) medical; and (6) service.
