President's Second Special Message for FY 1994 Gao ID: OGC-94-23 March 18, 1994

This letter reports on the status of budget authority that was proposed for rescission by the President in his second special impoundment message for fiscal year 1994. Congress passed an emergency supplemental and rescission bill on February 11, 1994, that approves most of the rescissions proposed by the President in his second special impoundment message. The bill also approved most of the rescissions proposed by the President in his fourth special impoundment message. The President signed the bill into law on February 12. The Office of Management and Budget said that all budget authority withheld pursuant to those proposals was released for obligation on March 1, 1994.

GAO found that: (1) Congress passed an emergency supplemental and rescission bill approving most of the rescissions proposed in the President's message; and (2) all of the budget authority withheld pursuant to the proposals was released for obligation on March 1, 1994.
