AIFLD Funding and Programs
Gao ID: NSIAD-96-142R April 30, 1996Pursuant to a congressional request, GAO reviewed the American Institute for Free Labor Development (AIFLD), focusing on: (1) the source and amount of its funding; (2) its internal controls; and (3) the Agency for International Development's (AID) oversight and evaluation of its projects. GAO found that: (1) from fiscal year (FY) 1980 to FY 1994, AIFLD received about $215 million from AID, the National Endowment for Democracy (NED), the private sector, and the U.S. Information Agency; (2) various reviews between 1991 and 1996 have not revealed any problems with AIFLD internal controls; (3) four external evaluations and one internal AID evaluation indicated that while AIFLD supported democracy movements during the 1980s, it needed to change its projects to satisfy post-Cold War political circumstances; (4) in response to the evaluations, AIFLD and AID have reorganized the management of and redirected AIFLD projects.
