Observations on OCC's Annual Performance Plan for Calendar Year 1998 Gao ID: GGD-98-189R September 15, 1998

Pursuant to a congressional request, GAO reviewed the Office of the Comptroller of the Currency's (OCC) calendar year 1998 performance plan, which was submitted to Congress to meet the requirements of the Government Performance and Results Act.

GAO noted that: (1) OCC has made a good initial effort in preparing a performance plan that incorporates the basic elements required by the Results Act; (2) the plan contains performance goals and measures that reflect OCC's mission and strategic goals and that cover all of the program activities in the agency's budget; and (3) however, the performance plan would be more useful if it incorporated: (a) a clearer format to better present the plan's components; (b) better definitions of performance goals and targets and their linkage to strategic goals and annual objectives; (c) improved measures to capture performance goal results; (d) additional outcome-oriented performance goals and measures; (e) expanded descriptions of strategies and resources; and (f) expanded explanations of verification and validation efforts and data limitations.
