Interagency Agreements

Fiscal Year 1988 Agreements at Selected Agencies Were Proper Gao ID: AFMD-88-72 September 28, 1988

Pursuant to a congressional request, GAO reviewed interagency transfers of appropriated funds to determine if the agencies' use of funds was consistent with the original purposes of the appropriations.

GAO found that: (1) the 8 agencies it reviewed entered into 234 agreements to transfer fiscal year 1988 appropriated funds in exchange for goods or services such as health services, communications and computer services, security, training, and vehicle lease or purchase; (2) the value of these agreements totalled nearly $90 million; (3) the agreements followed the original purposes intended in the agencies' congressional appropriations; (4) agencies used adequate internal controls to ensure that agreements complied with legal and administrative requirements; and (5) some agencies had certain internal control and accounting problems in processing the agreements which did not appear to affect the agreements' propriety.
