Preliminary Report on Compliance With 1988 Budget Reduction Mandate Gao ID: GGD-88-121 September 1, 1988

Pursuant to a legislative requirement, GAO submitted a preliminary report on the Postal Service's (USPS) compliance with its plan to reduce its fiscal year 1988 operating budget by $160 million.

GAO found that USPS: (1) estimated that it could save about $173.8 million through its budget reduction plan; (2) initiated cost-cutting measures, such as reductions in administrative personnel costs, travel, training, supplies, and services, increased mail processing efficiency, elimination of Sunday mail collections, and reduced customer services; and (3) reduced its operating budget by the required amount.
