Transfer of Mail Processing From Parkersburg to Clarksburg, WV, Makes Sense Gao ID: GGD-91-79 May 8, 1991Pursuant to a legislative requirement, GAO examined the U.S. Postal Service's (USPS) proposed transfer of outgoing mail processing operations from Parkersburg to Clarksburg, West Virginia.
GAO found that: (1) the Clarksburg facility originally lacked sufficient capacity to complete processing of both its own and Parkersburg's mail until the Postmaster General modified the Clarksburg facility and some of its processing technology; (2) USPS increased sorting capacity at Clarksburg which will enable it to meet service commitments to Parkersburg; (3) without additional mail to process, the new Clarksburg facility had substantially more capacity than it needed for its present work load; and (4) as USPS increasingly turns to automation, maintaining Parkersburg's increasingly outdated and comparatively inefficient manual processing capability could be justified only if it were necessary to maintain service standards.
